PARTNERSHIP REPORT FOR THE CONSULTATIVE GROUP MEETING
1. Introduction
The Viet Nam Urban Forum (VUF) is officially founded on 22nd October 2003, with the signatures in the “Memorandum of Understanding” of 7 Vietnamese partners (Ministry of Construction, Ministry of Planning and Investment, Ministry of Natural Resources and Environment, Ministry of Home Affaires, Ministry of Finance, Viet Nam Association of Cities, Ha Noi People’s Committee) and 8 international partners (UNDP, WB, ADB, SDC, EC, French Embassy, SCF-UK and BTC), and MOC is the coordinating agency.

URBAN FORUM
A. Progress made in 2003 with support to sector strategies and programs, and the formulation and implementation of CPRGS
In the course of 2003, the Urban Forum partners led by the Ministry of Construction have continued to contribute to improve the draft of Memorandum of Understanding (MOU) that will serve as a basis for broader commitments and common action under the Urban Forum. As the awareness of the importance of urban issues increases, the MoU has attracted the interest of new urban partners including government ministries, international donors, municipalities as well as civil society, which have appointed their representatives in the Urban Forum. The MoU has so far been signed by 15 initial partners (October 2003) and more are expected to sign in the coming months.

ACKNOWLEDGEMENTS
This volume serves as an updater to the main report Working in Partnership to deliver results: Vietnam Partnership Report 2005 produced for the full Consultative Group Meeting in December 2005. This volume is the product of teamwork and partnerships in Vietnam, and brings together contributions from many of the joint Government-donor-NGO partnership groups, all working together to help Vietnam achieve its development targets, to improve the co-ordination and to make delivery of Official Development Assistance (ODA) more effective. Its production was only possible through the co-operation, contributions and active support of a wide range of development partners, including Government staff, donors and NGOs. Key contacts (though not necessarily leaders) of the groups, most of which have reported in this volume, are currently as detailed below. Non-inclusion in this volume does not imply non-activity on the part of a partnership group.

A. Tiến độ đạt được trong năm 2003 với việc hỗ trợ các chương trình và chiến lược ngành và việc xây dựng và thực hiện CLTT/GN
Trong năm 2003, dưới sự chủ trì của Bộ Xây dựng, các đối tác Diễn đàn đô thị đã tiếp tục đóng góp cho việc cải thiện dự thảo Biên bản ghi nhớ (MOU), sẽ làm cơ sở cho những cam kết lớn và các hành động chung trong Diến đàn đô thị. Cùng với nhận thức tăng lên về tầm quan trọng của các vấn đề đô thị, Bản Ghi nhớ đã thu hút sự quan tâm của các đối tác đô thị mới bao gồm các bộ, các nhà tài trợ quốc tế và các thành phố và các tổ chức xã hội dân sự. Những đối tác này đã cử đại diện của họ tham dự Diễn đàn đô thị. Bản ghi nhớ đã được ký bởi 15 đối tác ban đầu (tháng 10/2003). Dự kiến trong thời gian tới sẽ có thêm đối tác ký vào Bản ghi nhớ này.
