On November 3rd, 2025, in Hanoi, Deputy Minister of Construction Nguyen Tuong Van had a meeting and worked with Deputy Minister of Energy, Business and Industry of Sweden Sara Modig on strengthening bilateral cooperation. The Ambassador Extraordinary and Plenipotentiary of Sweden to Vietnam, leaders of units under the Ministry of Construction of Vietnam, the Ministry of Energy, Business and Industry of Sweden, and representatives of many leading Swedish enterprises in the fields of transport infrastructure, energy and green industry attended the meeting.
                 
                
                    
	At the meeting, Deputy Minister Sara Modig stated that Sweden is one of the leading countries in sustainable development, possessing a green industrial ecosystem and a modern, safe, and environmentally friendly railway system. The country is capable of providing comprehensive infrastructure projects from consulting, design, construction, and installation to operation, maintenance, and personnel training.

	Highly appreciating the Vietnamese Government’s infrastructure development orientation  including railway projects planned until 2035, particularly the North–South High-Speed Railway, Ms Sara Modig emphasized that Sweden wishes to strengthen cooperation and support Vietnam in realizing this vision. Sweden is also very interested in Vietnam’s national programs and projects related to electric vehicle (EV) infrastructure development, energy transition, and the construction of green and sustainable cities.
	According to Ms Sara Modig, Sweden is ready to share its experience and provide technical, financial, and knowledge-based solutions for green infrastructure development from electrified port systems and low-emission railways to sustainable urban transportation. She also noted that Swedish companies such as Alstom Sweden, Vossloh Nordic Switch System, Hitachi Energy, Sweco, AFRY, and Volvo CE are among the world’s leading corporations, ready to cooperate, transfer technology, and participate in implementing key infrastructure projects in Vietnam.

	Speaking at the meeting, Deputy Minister Nguyễn Tường Văn welcomed Deputy Minister Sara Modig and the delegation from the Swedish Ministry of Energy, Business and Industry, along with leading Swedish enterprises, to visit and work with the Ministry of Construction. He affirmed that since the establishment of diplomatic relations between the two countries in 1969, Vietnam and Sweden have maintained a friendly, trustworthy, and effective cooperative relationship in many fields, particularly in trade and economy, science and technology, innovation, and sustainable development.
	Van added the official visit to Sweden by Prime Minister Phạm Minh Chính in June 2025 opened a new phase of cooperation, creating many opportunities to strengthen linkages between the two countries, particularly in the fields of green industry, transport infrastructure, and renewable energy. Vietnam has identified the development of a modern and synchronized infrastructure system, alongside institutional reform and human resource development, as the three strategic breakthroughs  with transport infrastructure serving as a key pillar to promote sustainable economic growth.
	
	Overview meeting.
	According to Deputy Minister Nguyễn Tường Văn, as the state management authority for urban infrastructure and construction works, the Ministry of Construction has issued an implementation plan for the action program on green energy transition and the reduction of carbon and methane emissions in the transport sector which associated with the goals of developing a green economy and a circular economy, as well as fulfilling Vietnam’s commitment to achieving net-zero emissions by 2050.
	Appreciating Sweden’s cooperation proposals in the fields of railways, maritime transport, digital transformation, and green energy, Văn proposed that the two sides strengthen professional exchanges and establish a joint working group to concretize cooperation initiatives particularly in developing a set of criteria for green ports, researching the application of green hydrogen energy for Vietnam’s port systems, cooperating in the development of low-emission green transportation, as well as training human resources and transferring technology.

	At the conclusion of the meeting, Deputy Minister Nguyễn Tường Văn and Deputy Minister Sara Modig agreed that the discussions between Vietnam’s Ministry of Construction and Sweden’s Ministry of Energy, Business and Industry marked a new step forward in bilateral cooperation, contributing to expanding opportunities for developing modern and sustainable infrastructure projects, while reaffirming the common commitment of Vietnam and Sweden towảds a green economy and low-emission development, for a prosperous and sustainable future for both nations.
