Deputy Minister Nguyen Danh Huy attended the 113th meeting of the Legal Committee of the International Maritime Organization

From April 13 to 17, 2026, a Vietnamese delegation led by Deputy Minister of Construction Nguyen Danh Huy attended the 113th session of the Legal Committee (LEG 113) of the International Maritime Organization (IMO), held in London, United Kingdom.

At the meeting, member states focused on discussing several core legal issues of the international maritime sector such as accelerating the entry into force of the 2010 HNS Protocol; improving mechanisms to ensure fair treatment of seafarers in accordance with international standards; strengthening the prevention of fraudulent ship registration through enhanced transparency and the application of technology; and gradually developing a legal framework for autonomous ships without disrupting the existing legal system.

In addition, the Conference continued to study liability and financial mechanisms related to the use of alternative fuels, aiming for the sustainable development of the maritime transport sector, while emphasizing the need to strengthen technical support and build maritime legal capacity for developing countries.

Regarding current issues, the Conference focused on discussing the maritime security situation in the Middle East, particularly in the Strait of Hormuz and adjacent waters. Based on differing views among member states, the IMO Secretary-General called for prioritizing freedom of navigation and ensuring the safety of ships and seafarers, while also proposing the establishment of “Safe Maritime Corridors” in line with international practices.

To effectively prepare for participation in the meeting, the Vietnamese delegation proactively conducted the conference materials and actively engaged in discussions and exchanges of views during the sessions, thereby demonstrating a strong sense of responsibility and a constructive role. Vietnam generally supported the directions, policies, and decisions adopted at the meeting, particularly those aimed at enhancing transparency, ensuring maritime safety, protecting seafarers’ rights, and promoting technical cooperation.

Vietnam’s active participation in LEG 113 further affirms its commitment to fully fulfilling its obligations as an IMO member state, while contributing to the broader international effort to build a safe, transparent, and sustainable maritime environment.
