Vietnam and China signed two documents on railways

General Secretary and President Tô Lâm and General Secretary and President of China Xi Jinping witnessed the signing ceremony, covering a wide range of areas between ministries, sectors, and localities of the two countries, including two documents related to railway development.

According to a VNA special correspondent, within the framework of the state visit to China from April 14 to 17, on April 15, General Secretary and President Tô Lâm and General Secretary and President of China Xi Jinping attended the ceremony to witness the signing of representative cooperation agreements between ministries, sectors, and localities of the two nations.

The documents include: A Memorandum of Understanding on Cooperation within the Framework of the Global Security Initiative between the Government of the Socialist Republic of Vietnam and the Government of the People's Republic of China.

Memorandum of Understanding on cooperation between Hà Nội, the capital of the Socialist Republic of Vietnam, and Beijing, the capital of the People's Republic of China, for the period 2026–2030.

The Ministries of Public Security of the two countries signed a protocol on the establishment, management, and operation of a ministerial-level hotline.

Cooperation Plan between the Communist Party of Vietnam of the Socialist Republic of Vietnam and the Communist Party of China of the People's Republic of China for the period 2026–2030.

MoU between the Organization Commission of the Central Committee of the Communist Party of Vietnam and the Organization Department of the Central Committee of the Communist Party of China.

MoU between the Ministry of Construction of the Socialist Republic of Vietnam and the National Development and Reform Commission (NDRC) of the People's Republic of China on implementing railway training cooperation to enhance capacity of Vietnamese railway personel.

MoU on vocational education cooperation between the Ministry of Education and Training of the Socialist Republic of Vietnam and the Ministry of Education of the People's Republic of China.

Memorandum of Understanding on cooperation in the field of information technology and digital transformation between the Ministry of Science and Technology of the Socialist Republic of Vietnam and the Ministry of Industry and Information Technology of the People's Republic of China.

The Ministries of Justice of Vietnam and China inked a MoU on cooperation on strengthening partnership in resolving civil and commercial disputes among border residents; and a cooperation programme in 2026 – 2027.

A handover certificate for project documents supporting the preparation of a feasibility study for the Lao Cai - Hanoi - Hai Phong railway line between the Ministry of Construction of the Socialist Republic of Vietnam and the Ministry of Commerce of the People's Republic of China.

Agreement between the Government of the Socialist Republic of Vietnam and the Government of the People's Republic of China on cooperation and mutual administrative assistance in customs field.

MoUs on establishing a working group to negotiate and promote the construction of a cross-border economic cooperation zone, and a working group on production chain and supply chain cooperation, between the Ministry of Industry and Trade of Vietnam and the Ministry of Commerce of China.

A protocol on phytosanitary requirements for the export of pomelo and lemon between the Ministry of Agriculture and Environment of Vietnam and the General Administration of Customs China.

Agreement on strengthening cultural and artistic cooperation for 2026–2027 between Vietnam Television (VTV) and China Media Group.

Letter concerning the grant aid from the Government of the People's Republic of China for the project to build the second campus of the Vietnam Academy of Traditional Medicine, Phase 1;

In recent years, Vietnam and China have carried out substantive cooperation across various fields, particularly in economy–trade and investment, maintaining strong growth momentum and becoming a highlight in bilateral relations.

For ten consecutive years, Vietnam has maintained its position as China’s largest trading partner within ASEAN, and for two consecutive years (2024 and 2025), it has been China’s fourth-largest trading partner globally. China has been Vietnam’s largest trading partner for many years.

The visit is a very important occasion to elevate strategic connectivity and set a new level for relations between the two Parties and the two countries.

The top leaders of the two Parties and the two countries have jointly identified new directions and breakthroughs in economic–trade, investment, and tourism cooperation, as well as in supply chains, production chains, education and training, and science and technology, striving together to realize each country’s development goals and aspirations.
